The "Gold Rush" is Over, the "Strategic Era" is Here

Remember when you could just throw a bed in a spare room and call yourself an Airbnb host? Those days are history. It is May 2026, and the landscape is radically different. Investors who aren't paying attention are getting burned by fines and revoked permits.

You are likely feeling the whiplash from conflicting reports, shifting city ordinances, and the "silent killer" of short-term rental (STR) investing: HOA bylaws. I am not here to give you legal advice. I am here to save you time, money, and a massive headache by cutting through the noise.

As an agent at XO Real Estate, I don't just sell homes. I vet them for viability. Let’s look at where the numbers actually make sense.

The Boise Bottleneck: The "Primary Residence" Reality

If you have your heart set on buying an investment property in Boise city limits to run as a dedicated Airbnb, stop. The enforcement of the Primary Residence requirement is strict. If the property isn't your primary home, the city likely isn't going to grant you the permit. It’s that simple.

This policy didn't come out of thin air. It stems from the local housing crunch we've seen over the last few years. Boise is prioritizing long-term housing for residents over nightly rentals. If you want to house-hack—living in a portion of the home while renting out the rest—this remains a viable strategy. If you want a detached investment portfolio, Boise proper is a trap. Check out my latest local market updates to see how other property types are performing.

Meridian & Eagle: The HOA Minefield

Many investors flock to Meridian and Eagle because the city regulations seem friendlier. They are. But do not let that fool you. The biggest risk here isn't the city—it’s the HOA.

Just because the city says "yes," your HOA often says "no." I’ve seen deals fall apart days before closing because a buyer didn't read the CC&Rs (Covenants, Conditions, and Restrictions). My process involves "Due Diligence 2.0." Before we even think about writing an offer, I pull the governing documents. If the HOA prohibits short-term leases, that property is dead on arrival. Don't skip this step.

Canyon County: The New Frontier

Nampa and Caldwell are attracting serious capital right now. Why? Lower barriers to entry and a more favorable tax structure compared to Ada County. Plus, the surge in popularity of the Snake River Valley AVA means tourists are actually looking for places to stay in these areas.

Canyon County is more lenient, but don't get complacent. Local councils are keeping a close eye on the market. Smart investors are locking in properties now before the regulatory pendulum swings further. If you are looking for potential, start your search here.

The Insider Perspective: Stop Chasing Airbnbs

Here is the twist. While everyone else is fighting over 3-day Airbnb permits, the real money in 2026 is moving toward Mid-Term Rentals (MTRs). Think 30-day to 6-month stays.

Who is renting these? Traveling nurses, corporate relocations (tech growth in the Valley is still happening), and families waiting to buy homes. The benefits are clear: less turnover, less wear and tear, and much easier compliance with local laws. You can track broader economic shifts on FRED economic data to see why these sectors are growing. I am advising my clients to pivot toward this strategy. It is more stable and often yields higher net returns.

Let’s Build Your Strategy

The Treasure Valley remains a top-tier place to invest. You just need a local partner who knows the zoning maps as well as the market value. Don't waste months searching for a property that will be flagged by the city or your HOA. Let’s sit down, review your goals, and find a property that actually cash flows.

Frequently asked questions

Can I buy a home in Boise just for Airbnb?

Generally, no. Boise enforces strict primary residence requirements for short-term rental permits. If you don't live in the property as your primary residence, you likely won't qualify.

Why is my HOA a problem for short-term rentals?

Even if the city allows short-term rentals, many HOAs in Meridian and Eagle have private bylaws (CC&Rs) that explicitly ban them. You must verify these documents before making an offer.

What is a Mid-Term Rental?

A Mid-Term Rental (MTR) typically refers to leases between 30 days and 6 months. They are popular with corporate travelers and traveling nurses and often face fewer regulatory restrictions than short-term Airbnbs.
